The Cord of Three Framework.

Before a project moves forward, capital, development and construction must tell the same story.

Seven gates

Each gate asks one question and expects records rather than reassurance. A gate can be passed, held open with conditions, or closed.

  1. Gate 1

    Intake & Mandate

    What decision is needed, by whom, with what authority and evidence?

    Records behind it

    • Who is asking, and what they control
    • The decision and its real deadline
    • Documents that establish authority
  2. Gate 2

    Capital Reality

    What are the sources, uses, obligations, assumptions and downside exposures?

    Records behind it

    • One sources-and-uses on a stated basis
    • Status of each source: documented, proposed or expected
    • Assumptions register with dates and confidence
  3. Gate 3

    Development Reality

    What must be true about the site, approvals, infrastructure and timing?

    Records behind it

    • Title, survey and access facts
    • Entitlement and utility path with responsible parties
    • A list of what is still unknown
  4. Gate 4

    Construction Reality

    What is included, priced, contracted, scheduled and controlled?

    Records behind it

    • Scope inclusions and exclusions in writing
    • Priced versus allowance-based work
    • Contract form, schedule logic and change controls
  5. Gate 5

    Integrated Decision

    Proceed, proceed with conditions, pause, restructure, refer or decline?

    • The decision, its conditions and who owns them
    • What would have to change to reach a different answer
  6. Gate 6

    Execution Charter

    Who performs, approves, reports and escalates?

    Stewardship & Closeout

    What changed, what remains exposed and what did the project teach us?

Six answers, all of them legitimate.

Proceed

The facts support moving forward as described.

Proceed with conditions

Forward movement is reasonable once named conditions are satisfied, by a named owner.

Pause

A decision is missing. Waiting costs less than guessing.

Restructure

The project may work, but not in its current capital structure, role structure or scope.

Refer

Someone else is better placed to help, and we say who and why.

Decline

We say no, with the reason where it is useful.

The framework produces no score, rating, grade or percentage. It records who decided what, on what evidence, and what remained unresolved.

Where the framework came from

The name reflects Ecclesiastes 4:12 and a standard of shared responsibility: three disciplines holding each other accountable to the same facts. It is a method of working, not a promise about results.

The framework organizes judgment. It does not certify a project's feasibility, profitability or investment suitability, and it is not legal, engineering, lending, appraisal or investment advice. Any authority, scope, fee or capital commitment is established only in a written agreement.
